Announce GNSS OEM Board Firmware V1.16

An upgraded version of GNSS RTK & PPK OEM board firmware is available for download. The key improvement lies in the optimized RTCM3 decoding logic and GPHDT log. In addition, RTK engine can use the latest base station observation even in the case of differential link instability, so as to reduce the differential age. For BX316 and BX 316R, hot mount for SD card is added. Upgrade now.
